The Transportation Improvement Program (TIP) lists each transportation project to be implemented over the next five years. The TIP is a staged program encompassing a five-year period consisting of all regionally significant transportation improvements to all modes of travel in Brevard County. The TIP identifies projects for maintaining and improving the transportation system funded by federal and state sources. It's a realistic forecast of projects that have committed state or federal funds so it serves as the SCTPO’s short range plan. The list of funded transportation projects is developed annually with input from the community and updated throughout the year.

FY 2025-29 TIP

The DRFY 2025-29 Transportation Improvement Program (TIP)  is currently available for public review and comment from June 11 – July 11, 2024 (30 days). The TIP lists each transportation project to be implemented over the next five years. It is a realistic forecast of projects that have committed state or federal funds. The FY 2025-29 TIP will be presented to the Governing Board for adoption on July 11, 2024.

Public Involvement Activities

The DRAFT FY 2025-29 TIP was available for public review and comment from June 11 – July 11, 2024 (30 days) and presented to the Space Coast TPO Governing Board for adoption on July 11, 2024. To gather public input, on the DRAFT FY 2025-29 Transportation Improvement Program (TIP), the SCTPO used various communications channels to inform citizens and stakeholders of the public comment period. Citizens were encouraged to review the TIP and the SCTPO provided the following avenues to make a comment: phone, direct mail, or via the public comment portal.

In-Person Outreach Methods: Fast Forward Workshop Series

Over the course of four weeks, the Space Coast TPO  hosted a series of FREE, interactive mini-workshops at multiple locations throughout the county, where community partners, citizens, and local elected officials gathered together to share their ideas of the future of transportation! Attendees had the chance to learn more about our FY 25 List of Project Priorities, which highlights prioritized projects, and FY 2025-29 Transportation Improvement Program, which outlines transportation projects to be implemented over the next five years. After the presentation, attendees had the chance to visit different learning stations where they mapped their concerns, tested their safety knowledge,  funded projects, and learned more about our future passenger rail station. The final workshop held on June 12, 2024, served as our public meeting for the DRAFT FY 2025-29 TIP.

Annual Listing of Obligated Projects

The Annual Listing of Obligated Projects shows what actually happened with TIP project funding during the preceding fiscal year. An obligated project is one that has been authorized by the federal government and funds have been approved to be released.  The types of projects for which federal funds were obligated include transit, bicycle/pedestrian/greenways, new roadways, road widening, intersection improvements and reconstruction, interchange improvements, Intelligent Transportation Systems (ITS), landscaping, transportation enhancements, and safety related projects.

The TIP Process

The SCTPO uses TIP Vue, a customized interactive map allowing the user to search for projects geo-spatially through a map and view a pdf report of the project.

TIP projects are scheduled by year and by phase. There are several phases of transportation development including: feasibility to determine best options; project development and environment; design; right of way acquisition; and finally, construction.

Proposed TIP projects are adopted by local governments and other eligible sponsors that submit their priorities to the SCTPO for consideration. Under federal law, the TIP may only contain projects that are in the approved Long Range Transportation Plan (LRTP). Members of the public can comment on specific projects during public meetings of local jurisdictions. In addition, there is a 30 day public comment period on the draft TIP prior to adoption.

Transportation Improvement Plan (TIP):

• Lists priority projects from the Long Range Transportation Plan (LRTP)
• Provides 5-year implementation schedule
• Allocates state and federal funds for capital projects to include roadway widening, intersection improvements, bicycle facilities, sidewalks, trails, safety projects, space, port, transit, and airport projects
• Becomes part of the statewide TIP (STIP)
• Adopted every year
