Performance Measures
Space Coast Transportation Planning Organization (TPO) is federally required to set performance targets for safety, planning, system performance, bridge condition, and pavement conditions. In October 2018, the TPO Governing Board adopted the FDOT targets for each of these performance measures. Selecting meaningful system performance measures simplifies transparency in the prioritization process, informs funding decisions, and provides a framework for ex post project evaluations.
Performance measures track progress toward attaining goals and objectives. Space Coast TPO uses performance measures to:
- Assess how well the transportation system is operating
- Provide information to support decisions
- Assess the effectiveness and efficiency of transportation project and service delivery
- Demonstrate transparency and accountability to the citizens of Brevard County
The performance measures provide transparency to the citizens of Brevard County. State DOTs and transit providers are required to establish applicable targets within one year of each performance measure rule’s release date. The TPOs/MPOs are required to either adopt the state or transit provider targets or to establish their own quantifiable targets for their planning area within 180 additional days after the state DOT or provider took action. Space Coast TPO chose to adopt the state’s targets. Per Federal Highway Administration (FHWA), the Safety performance (PM1) measure and its targets, must be re-adopted annually, and Bridge and Pavement (PM2) and System Performance (PM3) on two-and four-year cycles.
A Consensus Planning Document has been cooperatively developed by the Florida Department of Transportation (FDOT) and Florida’s 27 Metropolitan Planning Organizations (MPOs) through the Florida Metropolitan Planning Organization Advisory Council (MPOAC), and, by representation on the MPO boards and committees, the provider of public transportation in the MPO planning areas. The documents below indicate that Space Coast Transportation Planning Organization (TPO) supports all of the FDOT measures and targets.
The purpose of this document is to outline the minimum roles of FDOT, the MPOs, and the providers of public transportation in the MPO planning areas to ensure consistency to the maximum extent practicable in satisfying the transportation performance management requirements by the United States Department of Transportation Title 23 Parts 450, 490, 625, and 673 of the Code of Federal Regulations (23CFR).
