The Public Participation Plan (PPP) is a blueprint for action to involve and engage the public in transportation planning. The PPP provides a guide for public access to and involvement with the SCTPO planning process. Meaningful and effective participation is essential to the successful implementation of a public plan, project, or program, and is necessary to ensure the needs of the local citizenry are adequately addressed. All SCTPO planning work products, as well as major amendments to adopted plans and programs, must follow the requirements outlined in the PPP. Public input during the development of the PPP is essential to make sure the process provides full and open access to all.

The SCTPO’s Public Participation Plan:

  • Outlines organizational structure and work products
  • Describes SCTPO public communication tools
  • Prescribes public comment periods
  • Offers opportunities for public involvement
  • Adopted every three years

2022 Public Participation Plan

The SCTPO posted its 2022 Public Participation Plan (PPP) for public review for 45 days from October 24 - December 8, 2022. The SCTPO Governing Board adopted it on December 8, 2022. The information and perspectives gathered through public participation provides transportation planners and decision-makers with clear direction and lead to a more meaningful and comprehensive planning process. This document provides the framework for public participation to be followed by the SCTPO. All public comments are recorded and included in the final PPP.

Measures of Effectiveness Report

Public participation is an ongoing activity. The SCTPO has a variety of strategies and tools for communicating and engaging the public, and is
continually working to improve its outreach efforts to ensure inclusivity of all citizens – including underserved populations. The Measures of Effectiveness (MOE) Report details the SCTPO's public participation goals, tools, and tactics to evaluate its engagement strategies.
