The SCTPO is responsible for three core certification documents, the Long Range Transportation Plan (LRTP), the Transportation Improvement Program (TIP) and the Unified Planning Work Program (UPWP). These documents are required of each MPO/TPO nationwide and guide project development in the short and long term.

The SCTPO is also responsible for the creation of the Public Participation Plan (PPP) and for conducting special transportation studies.

All plans and programs are completed through an open process that allows for public review and feedback throughout various stages of plan development. Final products and reports are adopted after careful consideration of community comment.
