SPACE COAST TRANSPORTATION PLANNING ORGANIZATION (SCTPO)
Position: Finance and Contracts Manager
Salary: $2,115.38 to $2,538.46 bi-weekly, plus benefits (actual salary negotiable based upon experience and qualifications)

The Space Coast Transportation Planning Organization (SCTPO) is the lead agency for transportation planning as the region’s federally designated metropolitan planning organization. The SCTPO offers a competitive salary and benefits package, including health insurance and retirement plan in the Florida Retirement System.
The Finance and Contracts Manager is responsible for:
- Developing and managing financial operations of the organization
- Preparing, monitoring and maintaining budgets in two different fiscal years
- Processing of vendor payments, purchase orders, financial reconciliations
- Oversight of all contracts from developing RFP’s, processing extensions, amendments and closeouts
- Annual audit utilizing independent firm
- Extensive coordination with Florida Department of Transportation regarding submittal of invoices for reimbursement of federal and state grants
- Development of operational contracts
- Preparation and presentation of annual budget; bi-annual Unified Planning Work Program and periodic reports
The SCTPO is located in Viera, Florida. Offices are centrally located with a short drive to the beaches and attractions including, Kennedy Space Center and Port Canaveral. Brevard County is a dynamic growing area with a population of around 580,000 that represent a wide range of ages, abilities and interests.
Education: Bachelor’s degree in Business, Accounting, Finance, or related field. Additional qualifying education and/or experience may be substituted on a year for year basis.
Experience: Three (3) years progressively responsible administrative support experience, that includes working with local, state, and federal agencies; experience with grants; writing Requests for Proposals (RFPs); managing state and/or federal contracts; providing audit support; and working under the requirements of 2 CFR 200. Must have experience working in a Windows environment with Adobe Acrobat and Microsoft Outlook, Word and Excel at an advanced level. Must be detail-oriented and have the experience managing projects from concept to completion.
Special Requirement: Must possess or obtain, prior to employment, a valid Florida Driver’s license.
